The Courts of Manipur are divided into two divisions, viz, Manipur East and Manipur West. Manipur East comprises of Imphal East District, Imphal West District and Ukhrul District whereas Manipur West comprises Bishnupur District, Churachandpur District, Tamenglong District, Senapati District and Chandel District. There are two District Courts and two Sessions Courts in Manipur headed by one District and Sessions Judge each. A number of Subordinate Courts at the District and Subordinates level comes under these District Courts. 1. DISTRICT COURT: The code of Civil Procedure, 1908 regulates procedures of conduct of cases by all Civil Courts and it came into force since 1st January, 1909. The District Court is subordinate to the High Court and every Civil Court of a grade inferior to that of a District Court and every Court of small causes is subordinate to the High Court and District Court. It is headed by a District Judge appointed by the Gauhati High Court, Imphal Bench. Other subordinate courts like Additional District Court, Senior Division and Junior Division are lower hierarchies next to the Gauhati High Court, Imphal Bench. Each of these courts was established under different sections directed by Supreme Court which was passed by the Parliament from time to time. 2. CRIMINAL COURT: The code of Criminal Procedure, 1973 has come into effect from April 1, 1947. The Courts for Criminal cases are established in accordance with the provisions of the code of Criminal Procedure, 1947. The Criminal Procedure code is mainly an adjective law of procedure. The object of the code of Criminal Procedure is to provide machinery for the punishment of offenders against the substantive Criminal law such as the Indian Penal code. The Sessions Court is the highest criminal court subordinate to the High Court and the Subordinate Courts of the Chief Judicial Magistrate, the Additional Chief Judicial Magistrate and the Judicial Magistrate first class. 3. SPECIAL COURT: a) ND & PS (Narcotic Drug and Psychotropic Substances): The Government of Manipur established a Special Court under Section 36, of the Narcotic Drugs and Psychotropic Substances Act, 1985 namely the Special Court (ND & PS), Manipur located at Uripok Courts Complex, Imphal on 08.11.1994. Its main purpose is for speedy trial of offences relating to narcotic drugs and psychotropic substances. b) FAMILY COURT: Established under the Family Courts Act, 1948. It deals with the family disputes, maintenance, claims, judicial separation and divorce. There is only one Family Court for the entire State of Manipur which is located at Lamphel Court Complex, Imphal West District. 4. FAST TRACK COURTS: Two Fast Track Courts, namely, Additional District & Sessions Judge (FTC), Manipur East and Additional & Sessions Judge (FTC), Manipur West are established on 05.10.2001 in the State of Manipur. These FTCs are located at Lamphel Court Complex, Lamphelpat, Imphal West District. Pending cases more than two years at District and Sessions Courts level are transferred to the Fast Track Courts for quick disposal.
5. TRIBUNALS: The Government of Manipur has also set up other offices for adjudication of quasi-judicial nature of cases, viz, Revenue Tribunal, Motor Accident Claims Tribunal and Manipur State Co-operative Tribunal. There is only one Presiding Officer, Revenue Tribunal for the state of Manipur and he is also functioning as Motor Accident Claims Tribunal and Manipur State Co-operative Tribunal. 6. SPECIAL JUDGE NO. I, MANIPUR EAST (P.C. Act) : The District & Sessions Judge, Manipur East is appointed as Special Judge No. 1, Manipur East (P.C. Act) vide notification dated 06.12.2000 in respect of Imphal East and Imphal West Districts. 7. SPECIAL JUDGE NO. II, MANIPUR EAST (P.C. Act): The Additional District & Sessions Judge, Manipur East is appointed as Special Judge No. 2, Manipur East (P.C. Act) vide notification dated 06.12.2000 in respect of Ukhrul District. 8. SPECIAL JUDGE NO. I, MANIPUR WEST (P.C. Act) : The District & Sessions Judge, Manipur West is appointed as Special Judge No. I, Manipur East (P.C. Act) vide notification dated 06.12.2000 in respect of Thoubal, Bishnupur and Chandel Districts. 9. SPECIAL JUDGE NO. II, MANIPUR WEST (P.C. Act): The Additional District & Sessions Judge, Manipur West is appointed as Special Judge No. II, Manipur East (P.C. Act) vide notification dated 06.12.2000 in respect of Tamenglong, Churachandpur and Senapati Districts. 10. SPECIAL COURT (ELECTRICITY), MANIPUR EAST: The Additional District & Sessions Judge, Manipur East is appointed as Judge Special Court (Electricity), Manipur East vide notification dated 17.09.2004 in respect of Imphal East, Imphal West and Ukhrul Districts. 11. SPECIAL COURT (ELECTRICITY), MANIPUR WEST: The Additional District & Sessions Judge, Manipur West is appointed as Judge Special Court (Electricity), Manipur West vide notification dated 17.09.2004 in respect of Thoubal, Bishnupur, Chandel, Churachandpur, Senapati and Tamenglong Districts. 12. ELECTION TRIBUNAL: Judge, Family Court is also appointed as Presiding Officer, Election Tribunal. |
